Supporting the implementation of group certification for Community Plantation Forests (HTR)

Sistem Verifikasi Legalitas dan Kelestarian (SVLK) is a system that tracks the legality and traceability of timber products, and/or sustainable forest management. SVLK is mandatory for all timber-based industries at different business scales along the supply chain including small timber producers. However, small timber producers have difficulties obtaining timber legality certificates (S-Legalitas) due to the high cost and tedious process.

Our study with 10 HTRs in Kotawaringin Barat District, Central Kalimantan, revealed that the total cost of certification is expensive considering the scale of their business. It has added an economic burden for HTR. The long-procedural steps were noted as a challenge, particularly when preparing many required documents. This is caused by the constraints experienced by KTH, especially in completing the required documents. It goes hand in hand with a lack of mentoring by the external actors. For instance, KTH Satai Jaya – a forest farmer group (Kelompok Tani Hutan-KTH) – needs technical support from extension workers due to a lack of the group’s personnel capacity to develop the documents. Another non financial challenge is a little information related to SVLK that farmers could access.
